About Subsidized Child Care
When do I need to notify my case manager of changes?
You should contact your case manager within 5 days any time there is a
change in status, schedule, child care provider, pay rate, family size,
or any other reason that may affect eligibility. Failure to report changes
may affect provider payment.
What
happens if I lose my job?
When you are unemployed, you may use seeking days to look for a job. Seeking
days cannot exceed 6.5 hours per day or 32.5 hours per week, up to 60
working days per fiscal year.
Can
child care be paid for while I go to school?
Yes, you may have child care paid for while you are under training status.
A completed training verification is required before child care payment
is authorized.
What
happens if I go back on cash aid?
If you were enrolled in the Cal WORKs program and go back on cash-aid,
you are required to report the cash aid you receive to your case manager
and remain a client with 4C Council.
Can
I re-enroll back into the program if I am terminated?
You may be re-enrolled into the program after being terminated and upon
management approval. However, if you are in Stage 3, you will not be able
to re-enroll into the program.
How
is my parent fee determined?
It is determined by calculating the parent(s) gross monthly income and
family size. The factors that determine the parent fee are the family
size and the parent(s) gross monthly income compared against a family
fee schedule set by the Department of Education.
What
are best interest days?
Best interest days need to be requested in advance for reasons such as
parent's vacation, custody issues, etc., given in the best interest of
the child. Each fiscal year, 10 days are allotted for each child enrolled
in the program.
Can
I get child care paid for while I am on a leave?
There are two types of leaves of absence:
- Regular
leave of absence, not to exceed 12 weeks per fiscal year
- Maternity
leave of absence, not to exceed 16 weeks
A leave of
absence is a period of time in which child care services WILL NOT be paid
for. You may take a leave of absence for breaks in school, family emergencies,
custody issues, etc. Both leaves of absence need to be requested in writing
in advance for approval. You must contact your case manager two weeks
in advance before your leave ends.
Can
I have more than one provider?
You may use more than one child care provider if needed, but hours of
child care may not overlap between providers, i.e., your child is sick
and primary provider will not provide care for child, primary provider
is closed, or parent is enrolled in multiple activities.
How
do you change providers?
Contact your case manager immediately when you are planning to change
an existing provider. Provide your current provider with two weeks' notice.
Then provide your case manager with information such as name, address,
and telephone number of the new provider. Remember that child care should
not start until it has been authorized by your case manager. If you need

What
is a co-payment?
A co-payment (hourly, daily, weekly, or monthly) is the difference you
are responsible for paying to the child care provider when the provider's
rate exceeds the state's maximum reimbursement amount.
