What type of services does 4C Council offer?
4C Council offers numerous services relating to child care. We help parents find child care (refer child care providers) and we assist in paying for child care for eligible families through the Cal WORKs program. We also offer many support services for the child care providers throughout the county. Providers can obtain training and free one-on-one technical assistance (marketing, creating Business Cards/Flyers, etc.). In addition to these services we have different programs to help the providers. Some of these programs include the Child Care Food Program, the Child Care Initiative Project (CCIP) and the Inclusion Program. We also have a large lending Library which is open to the public.

Are there fees for 4C services?
4C Council provides many free services, including referrals to child care providers, help with becoming a licensed child care provider, and reimbursements to enrolled child care providers for serving nutritious meals.

Some workshops will have a minimal fee. Providers who are part of the 4C Council programs (Child Care Food Program, Network Program, CCIP) are exempt from paying these fees.

How can 4C Council provide these free services?
4C’s is able to operate through funding made available from federal, state, county and city agency/program funds, as well as private funds and donations. Professional and strict accounting processes and procedures ensure that every dollar is spent properly. Contact 4C Council if you are interested in making a donation.

How do I apply for 4C services?
If you are a family child care provider and would like to find out more information about any of our programs or services please contact (408) 487-0747.

Does the 4C Council license child care providers?
4C Council does not license child care providers. Child care providers are licensed through Community Care Licensing (CCL)a division of the Department of Social Services. If you are interested in becoming a licensed family child care provider, you are required to attend a 3 hour orientation at Community Care Licensing. For English orientations please call (408) 227- 2063, for Spanish orientations please call (408) 277- 8711. If you have any questions, would like to file a complaint or would like to obtain an background check on a licensed provider you can call CCL at (408) 277- 1286.

Is the information I provide to 4C kept confidential?
All of the information that you disclose with us, as well as the information we provide you (such as referrals), are kept in strict confidence.

How do I join the 4C Council Child Care Food Program?
Once you are a licensed provider, you can join the 4C Council Food Program. Please call (408) 487- 0748 to speak with a staff member and make an appointment. The 4C Council Child Care Food Program can enroll you with a visit at your convenience.

Can 4C help me if I want to start my own childcare provider business?
4C offers a wide range of services to help providers with their childcare business, from training and food programs to payments and getting referrals. Check the Providers section for information.
