State schools chief: Budget standoff hurts preschools, child care workers

SACRAMENTO • With the state budget a record 92 days late, State Superintendent of Public Instruction Jack O’Connell on Thursday urged the Legislature to put an end to the gridlock and prevent preschool closures and child care worker layoffs.
