About Us

Our Child Care Concern Policies and Procedures
When the 4C Council receives complaints about child care facilities, such as serious licensing violations, child abuse or neglect we document the complaint and report it. We also urge any person with a complaint to report it directly to the Community Care Licensing office, which is responsible for any necessary investigations. All such information is handled with complete confidentiality.

The 4C Council has procedures for receiving, recording and following up on substantiated complaints and information received from Community Care Licensing. These procedures include provisions that call for the temporary suspension or permanent removal of providers from the 4C Council referral database whenever a child's safety, health or general well being is in jeopardy. They also contain provisions to lift such suspensions if complaints are found to be unsubstantiated or if conditions improve. The policy also outlines a provider's right to appeal.
