Qualifying for Subsidies

Subsidized Child Care

Our Subsidized Childcare Programs assist low income families in paying for some or all of their child care costs. The Subsidized Childcare Programs offered through the 4C Council help families access quality childcare and connect with other supportive services in the community. Our goal is to assist families in becoming self sufficient by subsidizing the cost of childcare along with a multitude of other services. Our comprehensive approach to subsidized care allows families to obtain and keep employment. The 4C Council has several Subsidized Childcare Programs: CalWORKs Subsidy, Family Childcare Network, California Alternative Payment Program, California Center Based Program, and California State Preschool Program.

Centralized Eligibility List
Low income families needing financial support to pay for child care, so they can work, seek employment, or attend school, are encouraged to contact the Centralized Eligibility List to qualify for subsidized child care at 877-235-0095.

The Centralized Eligibility List (CEL) is access to subsidized (free or low cost) child care and preschool programs in Santa Clara County.

The 4C Council operates a countywide list of income-eligible families that need child care financial assistance. This is a free service that connects families to over 170 child care locations that receive funding from the California Department of Education to help low-to moderate-income families in their area.

How does it work?
Step 1: Apply to place your application on CEL
Step 2: Wait to be contacted for enrollment by a child care program
Step 3: Update your application every three months by calling (877) 235-0095
